Fix up the the Doxygen.in file
Running a recent doxygen gives warnings about deprecated options. We should review the whole Doxygen.in file and see if it can be updated.
Also, setting the "SOURCE_BROWSER" option is pretty handly, since it makes the cross-references produce actual links into our source code for people to browse. We should turn it on, and maybe other useful stuff too.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
