add ipv6_as and ipv6_as_name

There are about ~50 relays (according to RIPEstat) where the IPv4 and IPv6 addresses of the relay are not in the same AS (mostly due to HE IPv6 tunnel broker).

I suspect this number will decrease over time but I still find it valuable to have the data, you might define these fields in a way that they will only show up iff the ASes for IPv4/v6 differ.

This change should probably be done after #26585 (moved)
