Leave the 'Exit Policies' tab enabled for bridge relays, but disable all the checkboxes

Right now the 'Exit Policies' tab is greyed out for bridge relays. Can we leave the tab working, but unclick all the exit policy options and grey them out? That will make it clearer to users that their exit policy will be 'no'."
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
