Stop setting PathsNeededToBuildCircuits to a low value
It caused #27080 (moved), and it's not a good idea to depart from the Tor defaults.
When we make this change, we need to run "make test-network-all" on all supported tor versions.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
