Remove obsoleted code for setting TestingV3AuthVotingStartOffset
We run code to set TestingV3AuthVotingStartOffset, but it hasn't worked for years, because:
- TestingV3AuthVotingStartOffset is commented out, and
- the syntax doesn't work on macOS (and probably the BSDs).
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
