Add arma's key C218525819F78451 to ./keyring/tor.gpg

The build of tbb-8.0-build1 is failing with the following error:

Error: tor-0.3.3.9 is not a signed tag

The reason is that tor-0.3.3.9 is signed using arma's key, which is missing from ./keyring/tor.gpg.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
