Vidalia network map displays misleading relay bandwidths

In the network map window, Vidalia sorts relays by their third ("advertised") bandwidth value. Due to Tor bug #2704 (moved), some relays are now displaying values like 800MB/s.

To be more defensive, Vidalia should look at all three bandwidth values (rate, burst, and advertised), and use the smallest of the three when deciding what to display and how to sort them.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
