TB8: add release tweets to translation workflow

add the tweets to the translation worlflow, to have tweets in more languages.

this will be done when:

• created a markdown file: Release_tweets.dm
• added the sentences there
• added a new resource to the transifex tor project
• added the resource to majus to recover the files on our repo
