Get in contact with operators / supporters of hackspaces possibly interested in running a relay
In yesterdays relays meeting on IRC it was mentioned that the best meetups are at existing hacker cons or network operator conferences.

(Question was specifically about meetups around Australia's eastcoast, but the topic is probably of interest everywhere)
