Update CodingStandardsRust.md with allocate_and_copy_string()

We have allocate_and_copy_string() in Rust, which uses tor_malloc(): ​https://github.com/torproject/tor/blob/master/src/rust/tor_allocate/tor_allocate.rs#L30
