Can I have a new mailing list called sponsor19@lists.tpo please?

We can set me up as the maintainer for it. I'll configure it and add people to it once it exists.

And it should be private and not-archived.

The one-sentence description is "Coordination list for writing progress reports for Sponsor19"

The context is that I'm pulling together a bunch of different people to help us make the reports, and the reports themselves will be public, but we should have an internal way to coordinate "who's writing what", "who doesn't understand what", or whatever else will come up.
