Enable http2 for .onion without https
http2 requires an encrypted web connection, TLS, https. Onion services with TLS certificate can use HTTP2 but as Onion Services already provide end-to-end encryption by default, http2 should be enabled even without a TLS certificate, this way we could make onion sites faster.
