Increase NUM_PARALLEL_TESTING_CIRCS to avoid circuit windows

After we put a limit on the number of testing circuits (#28511 (moved)), we can increase the number of circuits used to test bandwidth.

Ideally we would have AuthDirGuardBWGuarantee / 514 * 11 = 44 circuits, but perhaps there is some more reasonable number?
