Provide english strings under en-US now for Torbutton, not en anymore

We need to switch to en-US for our english strings due to #25013 (moved) and the fact that there actually is no en in Mozilla's universe. #28261 (moved) implemented the server-side changes. This ticket cleans up the Torbutton parts

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
