Tor Browser failed to start on Windows 10 when Dvorak Programmer layout is used

Hello,

from time to time tor browser failed to start on Windows 10 when drovar programmer keyboard layout is installed. This is from Event viewer:

It seems to be related to windows 10 updates but I do every time the procedure: uninstall-install of dvorak-programming keyboard layout.
