sbws doesn't actually read config files given as an argument
sbws -c foo.ini scanner doesn't read foo.ini because when we determine that it exists in _get_user_config() we don't actually do anything with it.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
