The English installer does its work in Thai

I live in Thailand. I just downloaded the 32/64bit English installerfrom here: https://www.torproject.org/projects/torbrowser.html.en#downloads

I used this download link: https://www.torproject.org/dist/torbrowser/8.0.4/torbrowser-install-8.0.4_en-US.exe

When I ran the installer the first screen is all in Thai and there is no place to change the language (I do read Thai) - see the attached image.

I suppose this happens because my regional and language settings are set to Thai, but although I am dual language capable, I prefer English.
