PT users still have a jump-to-80% problem
See #28813 (moved) for one example. It's highly likely that #27167 (moved) will fix this as a side effect.
Basically directory bootstrap progress display gets unblocked as soon as the TCP connect to the PT proxy succeeds, so the 80% (conn_or) from the directory bootstrap status gets displayed, even when we're unlikely to successfully connect to a relay through the PT.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
