Remove workaround from ticket #28973 once OpenSSL 1.1.1a is long-gone

In #28973 (moved) we added a workaround for openssl bug 7712 as commit bf413829cb30e5b5ac0cf9273b5b57a50e257141. Once OpenSSL 1.1.1a is gone, we should remove that workaround.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
