Make all statistics depend on ExtraInfoStatistics
Like #29017 (moved), when a user sets ExtraInfoStatistics 0, they probably don't want any statistics in their extra-info document.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
