bn-BD locale is not usable on Windows 10 while being okay on Windows 7

We have a report on our blog that the bn-BD locale is essentially unusable on Windows 10 while okay on Windows 7 (see: https://blog.torproject.org/comment/279591#comment-279591). I guess this could be a release blocker for that locale for the stable 8.5 series.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
