PrivCount proof of concept: use pubsub for events that PrivCount cares about
Once the pubsub API is finished (#28226 (moved)), we should use it for PrivCount events:
- new consensus
- start/end stats collection
- infrequent statistical events (not bandwidth)
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
