Tor specs say 'server' when they often mean 'relay'
Long ago we shifted the terminology from 'server' to 'relay' in most cases. The specs still use the old terms. That situation probably confuses readers.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
