Adding the bandwidth accounting options to the interface

Migrated from old trac, ticket #494 (closed):

"I would be great if the bandwidth accounting option (hibernation) can be set from the Vidalia interface, instead of having to edit the torrc file.

It is really annoying to see that editing the torrc file yourself just upsets Tor. I do have quite a bit of experience with *nix config files, but the torrc documentation for Mac OS X is just not good enough.

Adding these features to the Vidalia interface would solve these issues once and for all."
