Add RecommendedTBBVersions to the new website

The current website includes the file RecommendedTBBVersions which is used by torbutton to check if the browser is up-to-date: https://www.torproject.org/projects/torbrowser/RecommendedTBBVersions

We should add this file to the new website, so that the same URL continues working.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
