Use systemd init script for BridgeDB

The bridgedb process is executed in a cron at bootup. So if it crashes, we do not know about it because lack of monitoring but also it won't be restarted.

Lets move this out of the cron and into a systemd init script. The machine is Debian 9.7 so systemd is stable there and what should be used.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
