Load failed measurements when generating the bandwidth file
The bandwidth file is generated only with relays that have some successful measurements, but we never changed generate.py to load all results (including the relays with failed measurements) after we started to include the number of failure measurements in each relay bandwidth line.
Discovered while working on #28565 (moved).
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
