Consider to measure all the network at once

sbws runs loops of subsets of "prioritized" relays, the ones with older measurements are measured first. Currently these subsets are around 300 relays and takes around 30 hours to theoretically measure all the network. Is it possible that there are relays not being measured?. We might know after #28547 (moved) is implemented. It would be at least simpler to have loops that just measure all the relays in the consensus.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
