add outreach materials to translation.git repo
the materials are being translated at https://www.transifex.com/otf/tor-project-support-community-portal/tor_outreach_md/ but they need to be added to the translation.git repo
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
