Make circuit/channel padding correctly respect dormant mode

As part of #28636 (moved), we are doing a minimal version of dormant mode in circpadding, which does not schedule padding if dormant mode is enabled.

However, that's only part of the work since already existing timers won't stop counting.

It also seems like channel padding does not respect dormant mode either.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
