Enforce lower practracker limits for every new release

When we branch off a new release, we should rebuild the practracker exceptions file. Otherwise, the file will contain old exceptions that we don't need any more.

The diffs produced by replacing the practracker file will be easier to read if we implement a stable warning order in #29882 (moved).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
