tpo: replace Documentation link in navbar
the new website has a link on the top navigation bar to Documentation, that is currently going to https://2019.www.torproject.org/docs/documentation.html.en
I propose we redirect it to some other new page, although I am not sure to which one.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
