merges in transifex

we still need to merge some more language codes:

• hr and hr_HR: some mmiscommunication, translators need to agree on the merge and if they choose hr_HR we need to remap.
• es and es_ES: es_ES is dead, the real translation is at es in Transifex, but we map it to es-ES in Torbutton branches
• pt and pt_PT should be merged?

Other cases still to define, maybe in other ticket:

• nl-BE has no locale in Mozilla, so we should not make translators translate TorBrowser to it.
• There is Mozilla locale for Swahili now!
