For CI testing, put garbage in ~/.torrc

None of our testing code should use the user's default ~/.torrc file. Let's make sure it doesn't, by making ~/.torrc with garbage in it before running our CI.

See #29702 (moved) for an example of this kind of bug.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
