Support stem's backtrace signals in Travis
In #29437 (moved), we're trying to track down a stem hang in our CI. In #30012 (closed), I added backtrace support to stem.
But we need that backtrace support in our CI to see why stem is hanging.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
