Add a sleep after failure in test-network --forgiving
When we use test-network --forgiving in chutney's CI, sometimes every network run fails. Maybe this happens because of load on the machine, or some other factor.
I wonder if adding a sleep after failure will help.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
