Ship the warnings from the Tor download page as a Vidalia help page

Some people get their Tor from someplace other than our download page. They might even be blocked from reaching our download page until they have Tor working. Then when they screw up using it, we say "how come you didn't read the warnings on the download page."

One fix might be to put the warnings into a Vidalia help page, and make it prominent somewhere (I'm not sure where).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
