Enforce cooperation sanity
Please develop a guideline for dealing with tickets like https://trac.torproject.org/projects/tor/ticket/30407. They should not remain in the tracker for 13 hours (closed or not), but be deleted at first sight. No one of the project maintainers should comment on such a ticket.
