Make BridgeDB send out 'Welcome' emails

Tor Weather is sending out emails to new relay operators that say 'Welcome to Tor'. The idea behind this is to make new operators feel more involved and recognized as people that are helping us.

Maybe we could choose a similar approach for BridgeDB, too. Sending an email to new bridge operators that says 'Thanks for running a bridge', and also 'Here is why your bridge might not show usage right from the beginning on, please let it stay running anyway' would be helpful.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
