Auto-tabify makefiles? complain about mistabbed makefiles?

We have a bunch of lists in our makefile.am and include.am files where we intend to use tabs, but sometimes use spaces by mistake. We should have tooling to keep these consistent. We could either have check-local look for mis-tabbed files of this type, or have autostyle automatically fix them for us.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
