circpadding machines have shutdown sync issues (with intro circ NACKs and other cases)

When client-side intro circuits get NACKed they re-extend to a different intro point using the same circuit.

This seems to mess up the circsetup machines and we get "padding came from wrong hop" log warns.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
