Fetching a vote made by dirauth a from dirauth b is broken

In #30930 (closed) I reported that vote fetching was broken. The fix however didn't resolve everything. Specifically, trying to retrieve a vote (and probably a consensus) made by dirauth A from dirauth b is still broken.

Such a vote request looks like /tor/status-vote/current/%s.z (where %s is the v3ident key)
