unindex 2019.tpo from search engines

As part of the audit on possibly flooded OpenPGP keys (#31168 (moved)), we noticed that the old website suggests users fetch keys from keyserver. This is a problem right now because the keyserver has poisoned keys for TBB, among other things.

During a discussion on the topic, weasel suggest we unindex the archived website (2019.torproject.org) from search engine so that people stop referencing it. We should also make sure this specific page is not linked anywhere in our live documentation, if possible:

https://2019.www.torproject.org/docs/signing-keys.html.en

This could be accomplished by a X-Robots-Tag: noindex header, or by dropping a robots.txt file in the root of the site.
