Create utility class for downloading from HTTP servers

We have several modules downloading from HTTP servers, which means we have quite some similar-but-not-exactly-the-same code. We should create a utility class, write some tests for that (which might not be trivial, but I don't know yet), and use it from our various modules.

This is something where a friendly volunteer might help!

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
