Polipo will not launch [Windows 7 64bit]

Using the following:

OS: Windows 7 64bit
*Vidalia: 0.2.12
*Tor: 0.2.1.30
*Torbutton: 1.2.5
*Pilipo: 1.0.4.1

I am using the Tor browser bundle for windows version 1.3.24. Everything works just fine, but I want to use it with polipo. I have my Vidalia configured to launch polipo on startup, however, when I check my processes it doesn't show up in the list. When I manually launch polipo from the .exe, making sure I have it set to launch the .conf file with the parameters '-f polipo.conf', I see the command prompt appear for a split second before it vanishes. Checking the processes list afterwards shows it is still not running.

Interestingly enough however, if I DO NOT have polipo set to launch with the .conf file, then the command prompt will stay open, but polipo itself won't work of course. I wish to have polipo up and running, but it simply won't launch.
