Spec the max descriptor sizes

Allowing arbitrarily large descriptors is bad for everyone, because they have to fetch all that data. Tor currently limits descriptors to 200000 bytes, we should actually spec that out tho.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
