Circuit padding support for multi-circuit behavior

Tor's circuit padding only operates on individual circuits. For fingerprints that span the creation of multiple circuits, it may be useful to provide some probability of launching new circuits devoted exclusively to padding (CIRCUIT_PURPOSE_C_CIRCUIT_PADDING).

At the moment, it is not clear if these circuits should be launched probabilisticly, or by some event-driven mechanism.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
