Add easy-to-parse event and packet tracing logs to circuit padding

When we developed the onion service circuit setup obfuscation, it was helpful to instrument Tor with log messages that told us when padding and non-padding cells were sent.

This same kind of instrumentation would be useful for a trace simulator, but we should do it at the circuit padding cell event callback layer, so that it can be used separately from Tor.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
