Delete similar CI jobs

We want to delete some CI jobs:

1. make all the CI jobs explicit using include (rather than the mix of matrix and non-matrix jobs we have right now)

• we might want to backport this change, so future CI backports are easier

2. delete one of each pair of similar jobs with no options, rust, distcheck, and module-dirauth

Then we want to add or change some CI jobs in other tickets:

• #30860 (moved): change the chutney CI job so it runs on macOS using IPv6
• #31851 (moved): add a CI job for --disable-relay-mode
