When Torbutton's toggle is disabled, the mouseovers tell you clicking will work

Torbutton in TBB has a green onion in the top of the window, and a "Tor Enabled" in the bottom. Mouseover on the green onion says "Disable Tor", and mouseover on the "Tor Enabled" says "Click to disable Tor".

But these are both lies, since the Preferences window has "Disable Button and Hotkeys to prevent accidental toggle" checked.

At the least, we should turn off the misleading mouseover text.

I wonder if there's something else we can say in the mouseover instead, like "This browser is configured to send all its traffic over Tor" (except shorter I guess).
